Four parties keep the scheme honest. The Essential Services Commission regulates it, accredits providers, and audits installations. Accredited providers carry the compliance burden — correct products, licensed installers, geotagged photos, signed declarations. Installers do the physical work to the required standard. And you, the householder, sign an assignment form transferring the certificate rights in exchange for the discount. That signature is why legitimate providers are strict about paperwork: without a valid assignment, no certificates exist and nobody gets paid.

Why offers differ between companies

Certificate prices float with supply and demand, so the same heat pump can carry different discounts month to month and provider to provider. Product choice matters too — only items on the approved register qualify, and higher-performing products generate more certificates. A quote that looks unusually generous is not automatically suspicious, but you should always see the product model, the discount amount, and the assignment form spelled out clearly.

How to spot a solid operator

Ask three questions. Is the installation being done under an accredited provider, and which one? Is the exact product on the approved list?
